Checking job postings and Stafford County schools has a lot of positions listed. Salaries are $18-22,000.
Who do they think they're going to get for that? I get that jobs are scarce, and employers are offering less than they were, but that's less than half of what I had been making. I may be getting more than that on unemployment!
Admin Assistant for the school. Full time. Sounds, from the description, to pretty much be doing all of the office functions for varying levels (elementary to senior high) of schools.

That must be a mistake. At 2080 hours per year that would be $5.29 an hour, well below minimum wage.
How do you figure 2080? That would mean you work 40 hrs a week EVERY week. Most people don't work 52 weeks a year. If you work at a school you probably work 9 months a year with a week of in the spring, two weeks off in winter and about 6 three day weekends. You also probably don't work 8 hrs a day. More like 6 or 7.
I wouldn't turn my nose up at a secretary job that gave me benefits, the exact schedule as my kids and an extra 20k per year. Seems ideal for the right person.
The school jobs specified that they were 12 month jobs (hadn't thought of summers off, but they have summer school sessions). Since it was job posting, it didn't specify benefits. What 'extra' $20K? I'd be making almost 30K less at that job, than I was at my old job. I'd have to figure it out, but I really think I'm getting close to what this would pay in unemployment benefits.
Full-time employment IS 2080 hours a year. It includes vacation and sick time.
Obviously I don't know how your system works but where I live school secretary is a part time job. It's a 2nd income type gig. That's why I called it extra.
Here you wouldn't work (or get paid for) anywhere near 2080 hours. In addition to the weeks of being off for breaks and vacations there are usually two weeks a year when you only work half day.
One of my friends is a secretary for a school system and works full time. The administrative, maintenance and groundskeeping staff work even when the children are not in class.
I did say I was going by how things work here. I don't know their system so I looked it up. Per their web site those jobs are 10, 11 or 12 month contracts depending on the job. If you go to the benefits/payroll page it says that they consider full time 12 month contract to be 37.5hrs/wk at 240 days/yr.
Check me for mistakes but my math says 240 days equals 48 weeks of work. 48*37.5 is 1800 hours If the job pays $20k for 1800 hours you're making over $11/hr
I don't know what VA minimum wage is but the pay seems on par with the requirements to me. I didn't check out all of the jobs but every one I saw asked for no more than HS diploma or GED.
Some were more than $20k and some were less but not all of them were full time 12 month contracts. You'd need to read each one for the specs and to see if it was a good deal or not. I have no idea what the col is in VA but as I said before, where I live that would be considered a 2nd income type of gig.
Of course each individual needs to determine their own needs when considering a position but $20,000 does seem like a fair wage for 1,800 hours in an entry level position. It's a fair wage in my area and CA's minimum wage (but not necessarily COL) is higher.
I worked at Nelson County HS when I lived in VA. Compared to up here in NY, the teacher pay scale is really low over all. I mean at entry level with a Master's it wasn't too far off, but had I stayed there for my entire career, after 30 years the top of the pay scale was only $50k.
What does surprise me is that Stafford County is in Northern VA where I'd venture to guess it's more costly to live than in Nelson County and points south (I actually lived in Lynchburg) because of its proximity to Washington DC. I could totally see 18-20k in Nelson County, but that strikes me as low for your area of VA.
But, considering it's a secretary job in a public school district, I think you'll be hard-pressed to find such a job with a starting wage over 30k.
