My younger sister recently encountered it at work and had questions. She was curious as to what exactly could be construed as SH (although what her coworker said to her DEFINITELY qualified).

On a serious note: I believe "Sexual Harassment" should be unwanted "overly familiar" physical contact (example: a "guiding hand on the waist/back" is o.k if someone is squeezing behind/past you... but an unwanted shoulder massage {or anything "more intimate"} is not) or unwanted sexual verbal content DIRECTED AT YOU or ABOUT YOU (if you overhear two people and the conversation has nothing to do with you, that doesn't count... even if they were discussing blowjobs and whether the giver swallows or not... content doesn't matter if it's NOT ABOUT or TO you... If you don't like the conversation don't listen, or go elsewhere).
Sexual harassment doesn't include the "pinup girlie calendar" in a guy's cubicle/office. If you don't like his calendar... don't look at it. Maybe he doesn't like your pictures of your hubby, kids and cat that you have on your desk...
