Again, I know what the dictionary says. I'm interested in your opinion. Cast your vote!

Used in a sentence, "The president said that the complications of the health-care plan rollout were 'unacceptable.' "

When someone declares something unacceptable, it's usually referring to a behavior or incident that has already happened and there's nothing you can do to reverse it. Therefore, declaring it unacceptable is putting the one(s) involved that things need to change so that the behavior/incident is not repeated, and anything that can be done to mitigate the bad consequences of the earlier action needs to be done.
